Are poor quality photos acceptable in the newspaper?

The dilemma of the newsphoto caught between image quality and news value.

Are there discussions at your newspaper about whether or not to publish poor quality photos? What is taken as the minimum standard of quality? Does the newsroom alone decide, or does the technical prepress division also have a say? In which cases would you take the decision to publish a technically poor quality photo? And would you consider insufficient quality a reason not to publish an exclusive photo?
